Rules and Regulations
All USA HOCKEY Playing Rules will be enforced with the following additions:
COMMISSIONER / DISCIPLINARY COMMITTEE
Jeff Corey will serve as Commissioner for the CCHL. The Commissioner is responsible for the general administration and operations of the league. These responsibilities include team/player placement, captain's correspondence, official's correspondence, and policy interpretation/execution. The commissioner is responsible for enforcing USA hockey and/all CCHL rules and regulations and any disciplinary action that is required. If the commissioner is not present at the time of an incident, he will turn to the team’s captains and a group decision will be made.
The CCHL of Wilmington is committed to providing a safe and enjoyable men’s adult ice hockey league. As a result, the commissioner reserves the right to suspend, expel, or otherwise prevent any player from playing that the commissioner determines, in its sole discretion, is detrimental to the safe operation of the League. The CCHL of Wilmington also reserves the right to refuse or deny the application of any prospective player that the commissioner determines, in its sole discretion, to be detrimental to the safe operation of the League. The CCHL of Wilmington reserves the right to change its rules or guidelines at any time. Teams and players are encouraged to check the league website for updates.
Teams
- The Commissioner will designate 6 team captains, one for each team based on skill level and accountability.
- Teams can not be made till all 90 players have paid and registered with the league.
- Players can not step foot on the ice without registering with USA Hockey.
- Teams will be as evenly matched as possible but I also let friends play with one another. With that being said, I will do my best to oversee the draft, to make sure each team is evenly matched.
- Friends will be allowed to play on the same team based on relationships/driving purposes.
- Trades will be allowed to occur so if someone is not working out or a captain feels he needs to mix up the lineup, he can bring the trade to me and I will propose it to the captains for final approval.
Captains
- The Commissioner will designate a team captain.
- Captains are required to have prompt communication with the Commissioner and among other team captains.
- Captains are responsible for ensuring the correct team roster information on the score sheet.
- Captain’s collect jerseys/socks after every game and WASH before following game.
- Captains must retrieve water bottles and pucks before the game and return following the game.
- Captains might want to bring a dry erase board, some coaching will be required if you plan on on pulling out the W.
Game Time
- Each game will begin with a 5 minute warm-up period starting at the official designated starting time.
- Game will begin immediately after warm up.
- Games will consist of three 15 minute stop time periods.
- There will be no ties. Any game ending in a tie will result in a 5 minute 3 x 3 sudden death overtime, followed by a 3 man shootout, if no winner is determined in overtime.
- Each team will be allowed one 30 second time-out per game.
- In the event there is no scorekeeper at the game, each period will be 24 minute running time.
- All players must be on the official roster sheet before playing. If a player is not on the official roster and did not receive permission to play from the commissioner, the team is subject to forfeit the game.
Penalties & Fighting
- There will be no body checking in the league. Minor & Major Penalties will be assessed for body checking. Any intentional body check in a no check league will result in a game ejection.
- Any goalie who receives a game misconduct will be suspended for the remainder of that game plus whatever other penalties apply
- Fighting
- 1st Fight will result in a 5 min Major.
- 2nd Fight - Suspension from the remainder of that game.
- 3rd Fight - Expulsion from the league, pending Commissioner's review.
Suspensions
The league will have a “Discipline Committee” with appointed representatives from the Commissioner that will handle all suspensions and/or fines. All protests must be made in writing to the Commissioner (48) hours after the incident. For all protests, the League’s decision is final. Suspensions and Fines apply to specific players only and not collectively to the team. Suspensions and Fines will be assessed according to the following guidelines
Points & Standings
- Regulation / Over time/ Shootout WIN= two (2) points for winning team
- Regulation /Over time / Shoot Out LOSS = zero (0) points for losing team
- If a tie occurs in points at the end of the regular season, the following tie-breaking system will be used:
- Head -to-Head
- Goal differential - Goals For
- Goal differential - Goals Against
Uniforms
- All players must wear matching jerseys.
- Any player in a non-matching jersey will warrant a $20 fine and may subject the team to a forfeit, pending an investigation by the commissioner. A $20 fine will also be assessed to any player caught wearing a CCHL jersey playing on another team or league
- All players must wear full equipment which shall include gloves, shin pads, shoulder pads, elbow pads, hip pads or padded hockey pants, protective cup, and HECC approved helmet with helmet strap properly fastened.
- Helmets must be worn during warm-up and on the bench. Failure to comply may result in a 2 minute minor.
Playoffs
- Single Elimination
- 1st and 2nd place receive 1st round byes.
- 3rd place VS 6th place & 4th place VS 5th place.
- Winner of 3/6 & winner of 4/5 plays seeds 1/2.
- Winner of both playoff games plays for Corey's Cup.
- Playoff games are subject to forfeit if a team adds player who is not on the original roster and has not received permission from the commissioner of the league.
- Overtime will be two stop time 10 minute periods of sudden death with a 1 minute intermission between each period.
- If game remains tied after 2 sudden death periods, the game will proceed to penalty shot shootout. Each team will designate 3 shooters, and they will shoot in alternating fashion, away team shoots first. If game remains tied, shootout goes into sudden death with each team having a penalty shot. 10 players (or every player if under 10 on team) must shoot before shooters can repeat.
Substitution Rules
- Player Substitutions will be made if a team can not field 10 skaters for a game, the league will provide subs.
- If a non-approved substitute plays, and the commissioner is unaware of the substitute, the offending team will forfeit the game. The commissioner will use his discretion in adding players who are available to play if a team has less than 10 skaters at game time.
- If you will be unavailable for your game, contact your team captain or commissioner via cell phone, email or text so a proper substitute can be added.
Goalie
- If a team needs to use a non-rostered goalie, the captain must notify the Commissioner before the game (email, voicemail, face-to-face). A substitute goalie should be appropriate to the division. Substitute goalies will be determined by Team Captain and Commissioner
- Playoffs: The Commissioner will pick the most appropriate goalie sub from all available goalies.
Forfeits
- If a team has a player who is not registered in the league or received approval with the commissioner.
- If the team allows a suspended player to step foot on the ice.
- If a team does not provide a goaltender and the game cannot be rescheduled.
- A team winning by forfeit will be credited with a 1-0 victory.
